Apply Now: Individual Consultancy for Ghana’s National Teacher Policy Case Study

Applications are now open for an individual consultancy to contribute to a case study on Ghana’s Comprehensive National Teacher Policy (CNTP). This opportunity invites qualified experts to provide insights, analysis, and recommendations that will inform education policy and practice in Ghana. Participants will engage in research, data collection, and evaluation to support the development and implementation of effective teacher policies. Ideal candidates are experienced in education policy, research, and consultancy work.

UNESCO is inviting applications from a national consultant to document Ghana’s Comprehensive National Teacher Policy (CNTP) and assess its impact on learning outcomes.

Duration: 22 October – 30 November 2025

Eligibility: Open to Ghanaian nationals only

The selected consultant will produce a detailed case study on the creation and implementation of Ghana’s CNTP. This study will contribute to UNESCO’s upcoming Costing Module within the Teacher Policy Development Guide, developed under the International Task Force on Teachers for Education 2030.

The consultancy aims to capture Ghana’s approach to teacher policy formulation and financing, generating insights to guide global education policy development.

Background
The Teacher Policy Development Guide offers a framework for countries to craft effective national teacher policies, emphasizing inclusive stakeholder engagement. A complementary Crisis-Sensitive Teacher Policy and Planning Module supports nations in integrating resilience and crisis preparedness into their teacher policies.

Ghana’s CNTP, launched in 2020 under the Norwegian Teacher Initiative (NTI) with support from Norway, presents strategies to attract, develop, and retain motivated teachers, enhancing learning outcomes and progress toward Sustainable Development Goal 4 (SDG 4). UNESCO’s upcoming Costing Module will include Ghana’s case study to showcase national experiences in policy financing and implementation.

Objectives and Scope
The consultancy will produce a comprehensive case study focusing on:

  • Teacher recruitment, professional growth, and working conditions
  • Financial frameworks and budgeting strategies supporting teacher policies
  • Management of recurrent expenditures and assessment of teacher needs across education levels

Deliverables

  • Present preliminary findings to the CNTP Technical Committee
  • Submit a draft case study for UNESCO review
  • Deliver a final case study, incorporating feedback from UNESCO and local stakeholders

Qualifications Required

  • University degree in education or a related field
  • Proven experience in teacher policy development and implementation
  • Strong understanding of Ghana’s education system and policies
  • Experience in research, data analysis, and stakeholder engagement
  • Excellent writing, analytical, and presentation skills
